To execute our mandate, we deploy partnership to tap intothe wealth of experience and support of international and multinational organizations and other agencies of Rivers State Government.
The Federal Government of Nigeria set up the Ad-hoc committee in January 2006 within the context of the Gulf of Guinea Peace and Sustainable Development effort, the governments of Britain and the United States of America and major oil multi-nationals operating in the country.
During the ad-hoc working period, the then Attorney General of Rivers State, Odein Ajumogobia (SAN) – currently Minister of Foreign Affairs, chaired the RSSDP committee. Its membership was drawn from the other principal stakeholders comprising representatives of the oil companies, USAID, DFID, and the World Bank. RSSDA was later formally established as an autonomous entity under the office of the Executive Governor of Rivers State.
RSSDA formally started operations in January 2008.

For Rivers Indigenes:
*. Must be Rivers State Origin (Should submit a copy of LGA identification)
*. Graduate of recognized University with not less than second class upper honour’s degree at the undergraduate level
*. Not above 21 years or above 35 years old (Confirmation of age required preferably by birth certificate)
*. Must have completed NYSC
*. Must have gained admission into any of the listed Universities in the relevant field of specialization for Masters of PhD Programmes
*. phD candidate must have aMasters degree (not belowmerit) and a good first degree (Not below 2.1)
For Non Indegens:
*. Proof of residence in Rivers State in the last 10 years
*. Applicants must be resident/work in Rivers State
*. 3 years tax clearance certificate along side the application
